Water can damage the wall beyond repair. The best way to remove the wallpaper then would be to use vinegar and water solution to weaken the glue. Perforate the wallpaper with a pin and sprinkle lightly on the whole surface using a sprinkler. After making the surface moist, you can find the glue has weakened. Now gently peel off the paper using a putty blade by using less pressure.

Even after the wallpapers are removed, the sticky solidified glue remains. And in order to stick the new wallpaper, one has to remove the residues. Use water and vinegar solution, nail polish remover, paint thinner or kerosene weaken it and then remove it with a putty blade. One has to take special care not to damage the walls.
